Kegler Brown Announces Tony Fiore and Tom Pannett as Firm Directors

Kegler Brown is pleased to announce the appointment of Tony Fiore and Tom Pannett as firm directors. Tony, a seasoned attorney and lobbyist with more than 15 years of experience, assumes the role of firm director with a focus on government affairs, association management, and regulatory compliance. Having joined Kegler Brown in 2011, Tony's expertise in navigating local, state, and federal legal landscapes has been instrumental in providing strategic counsel to clients ranging from small businesses to international corporations. His leadership in advocating for legislative reforms and his extensive involvement in various trade associations underscore his commitment to driving positive change in regulatory environments. Tom brings more than 25 years of extensive experience in Ohio’s transportation industry to his new role as firm director. Specializing in construction, real estate, litigation, and matters involving state and local governments, Tom has been a valuable member of the team since joining Kegler Brown in 2021. As a registered professional engineer in Ohio and having earned an MBA, Tom brings a diverse skill set and insights garnered from more than three decades of public service in state and local government to enhance the firm's capabilities in serving clients. Notable Projects

Bridge Park - Completed 2019

The largest project of its type in Central Ohio history, this redevelopment of 30 acres in the Dublin Scioto River area features a hotel, events center and mixed-use properties along the river’s east and west bank. It is the anchor of the city’s Bridge Street District and has become the model for creative, high-density, mixed-use development.

Gravity - Completed 2019

With its flourishing creative community and proximity to downtown Columbus, the Franklinton area was ready for a project like Gravity that could serve as a keystone for the neighborhood’s growth. The first phase of this project consisted of a 234-unit residential building, a five-story office building, and retail and community space. Phase II is planned to incorporate over 180,000 sf of Class A office, 400+ residential units, retail, and community spaces.

Scioto Mile - Completed 2015

We represented a public/private partnership on an exciting 145-acre riverfront redevelopment project that serves as the crown jewel in the revitalization of Downtown Columbus.

Columbus Commons - Completed 2011

This challenging demolition project in the heart of downtown Columbus yielded a jewel of a park in an important urban setting. The high visibility project was concluded timely and on budget, with no legal disputes, and will hopefully encourage further revitalization of the city core.

Penta Career Center - Completed 2008

Taxpayers generously funded a cutting-edge 400,000 square foot joint vocational school - larger than any in the state and perhaps even the country. Employing creative contracting techniques, including Quick Pay, allowed the school to open an entire school year early, on budget and with no construction claims or disputes.

Ohio Stadium - Completed 2001

The challenge was to complete a $200 million renovation of this legendary stadium between several football seasons where delay was not an option. Even when faced with a secondary labor boycott, prompt legal action allowed the project to complete on time, so that Buckeye fans could witness a national championship season in 2002.

Butler Regional Highway - Completed 1999

This was the largest highway contract ever issued in Ohio - to connect I-75 to downtown Hamilton. The project was completed under budget and open to the public 18 months early with no disputes. The project was named “federal highway of the year” and yielded a substantial early completion incentive bonus for the contractor.

Mediation Services

Mediation is often mandated as a first-step in dispute resolution within the construction industry. At Kegler Brown, we have extensive experience serving the construction industry and mediating construction disputes as we serve many leading construction trade associations as their General Counsel and are listed as neutrals for several major dispute resolution organizations. We are uniquely situated to understand the fast-moving and complex nature of today’s construction industry.

Arbitration Services

The construction industry has served as a model for others through its use of Alternative Dispute Resolution (ADR). ADR is a method of resolving disputes short of a trial. Often, ADR is mandated in construction documents, with mediation occurring first, followed by arbitration if the dispute cannot be resolved through the mediation process. During arbitrations, an arbitrator will make a decision that is typically final and binding upon the parties. Kegler Brown’s arbitrators are suited to resolve disputes in a variety of industries and situations, particularly those involving construction. In addition, Kegler Brown has experience arbitrating cases involving contracts, employment and environmental matters.

In addition, we have great experience in partnering, interventions, dispute review boards (DRBs) and other cutting-edge ADR methods increasingly utilized by the construction industry. Hopefully, the effective use of these techniques will “return the handshake” to construction and profitability and efficiency to all partners in the construction process.

In resolving construction disputes, arbitration can have advantages over litigation. For example, cases are heard in private, neutral forums by those knowledgeable about this unique industry. Also, disputes usually are resolved more quickly and at lower cost than litigation. And, publicity can be controlled and kept to a minimum during arbitrations.
