Joining Kegler Brown after 25 years serving as in-house counsel with multiple major universities, Bill is a core member of the firm’s Global Education team. With his extensive and specialized experience, Bill advises colleges and universities on the legal and practical complexities of carrying out research, education, and experiential activities in foreign countries, and takes pride in helping his clients to assess options and make informed decisions.
Bill’s comprehensive experience allows him to guide university clients through a variety of complex matters, such as entity formation and management, regulatory compliance, establishing employment programs, tax compliance, data privacy, real estate, and service contracts.
Globalization of Education
While supporting university clients in dozens of countries across the globe, Bill has taken the lead legal role in dozens of cross-border projects, including the creation and development of a university in China and a business school in Kazakhstan. In addition to international work, he has provided clients with legal guidance in a wide variety of areas, including research and collaboration agreements, structuring internship and fellowship arrangements, public records, tax, finance, and information technology.
Prior to becoming a university lawyer, Bill specialized in antitrust and consumer protection enforcement for the United States Department of Justice Antitrust Division and the Washington Attorney General, including criminal antitrust prosecutions and a significant role in the mid-1990's tobacco litigation.
