A Focus on TIDs

Rusty Schuermann was a part of the Kegler Brown team that assisted in the drafting of ORC 5540 in 1993 and served as counsel to the first-ever Ohio Transportation Improvement District in Butler County. He has also helped to successfully defend the constitutionality of the legislation in the 12th District Court of Appeals. With more than 25 years of experience working with Ohio TIDs, Rusty not only has greater depth of experience than any other attorney in Ohio, but he has a unique perspective on the legislative and statutory nuances that TIDs enjoy.

Rusty has served as project counsel on improvement projects totaling more than $1,000,000,000 in aggregate costs, including as special or general counsel, or as informal advisor for 16 Ohio TIDs. Currently, he serves as general counsel to TIDs in the counties highlighted in yellow:

Having led dozens of improvement projects, having created and consulted on legislation, and having provided advice on issues from bidding and contracts to funding and “Sunshine Laws,” Rusty understands what it means to operate a TID in Ohio.
