Testimony Regarding Reforms to Ohio’s Unemployment Compensation System

Given on behalf of The Ohio Society of CPAs and the Ohio SHRM State Council before the Unemployment Compensation Reform Joint Committee on November 3, 2016

Tony went before the Unemployment Compensation Reform Joint Committee on November 3, 2016, and provided testimony on behalf of the Ohio Society of CPAs and the Ohio SHRM State Council regarding reforms to Ohio’s Unemployment Compensation System. He discussed why the system needed to be reformed, looking at structural and financial issues. He described strategies for workforce training and education, and evaluated the affordability of the plan by examining benefits and taxation. Overall, Tony’s suggested changes to the unemployment system were substantial, because as he states in his testimony, “a piecemeal approach to addressing the needs of Ohio employers, UI claimants and jobseekers will not produce as successful a result as implementing the complete package of reforms.”
