Well-versed in the area of energy and utility law, Chris advises clients, including clean energy businesses, energy service providers, business utility customers and energy efficiency advocates focused on advanced energy, renewable energy, energy efficiency and Public Utilities Commission of Ohio (PUCO) proceedings. He also is experienced in counseling businesses in numerous industries, including but not limited to trade associations and industrial and commercial customers in the public utilities sector. Chris joined the firm in 2015.

Chris is the Executive Director of Ohio Partners for Affordable Energy (OPAE). Utilizing decades of experience in shell measure installation, building evaluation, administration of energy efficiency programs for the state of Ohio and working with the PUCO, Chris is responsible for continuing OPAE’s efforts for moderate and low-income Ohioans by connecting them with bill payment assistance and weatherization and energy efficiency services, as well as advocating for affordable energy policies. He also works to facilitate the administration of utility programs through OPAE’s member organizations, which include local governments, non-profit community action groups and other non-profit NGOs.

Energy Efficiency

Chris’s understanding of the energy industry is deep-rooted in his experience prior to his legal career. He spent eight years administering energy efficiency programs at the Ohio Department of Development and worked to revise and implement Ohio’s weatherization and efficiency program rules. This background allows Chris to understand Ohio’s dynamic and ever-changing energy and utility laws, rules and regulations.

Public Utilities

Through his active participation in various proceedings and established relationships at the PUCO, Chris works closely with clients to advance their interests in Commission casework and rule reviews. His knowledge of statutes, regulations and policies governing regulated electric and gas utilities, along with utilizing good relationships with Commission Staff, allows him to understand, address, and present client issues in a timely manner. Chris’s practice focuses on providing counsel to public utility clients, and competitive electric and natural gas retail suppliers on a variety of matters relating to rate and regulatory proceedings at the PUCO; interactions with the State at the Ohio Development Services Agency (OSDA); issues relating to siting and real estate at the Ohio Power Siting Board (OPSB); as well as contractual, transactional and compliance issues.
