8:15-8:45 "The Impact of Federal HIT Policy on the State of Ohio," Jennifer Covich Bordenick
The presentation will cover funding for HIT, new privacy and security rules for HIT, new policies for HIT (non-privacy/security), federal policies directed specifically at state-level actors, progress so far on the goals of HITECH Act and next steps healthcare companies can take to remain in compliance.
8:55-9:25 "Scanning the Legislative Landscape," Élise Spriggs
An analysis and overview of the American Recovery & Reinvestment Act (ARRA 2009) and its provisions related to the Health Information Technology for Economic and Clinical Health (HITECH Act).
9:25-10:10 "The View from the Ohio Government," Rex Plouck
The presentation will cover the statewide strategy and our progress to date. It will also discuss the use of a public private partnership in achieving our goals. Planned HIE services and how the center of excellence will help providers effectively implement EMRs and qualify as "meaningful users" of health IT will also be discussed.

10:30-11:10 "Establishing Meaningful Use, from the HITECH Act to Improved Quality of Care," Jeff Porter
The HITECH Act establishes incentive payments for healthcare providers who adopt and meaningfully use electronic health records ("EHR"). As a result, practitioners in the healthcare regulatory area will need to closely monitor developments associated with meaningful use and be aware of the key dates established by the HITECH Act.
11:10-11:50 "E-prescribing," Ralph Breitfeller
E-prescribing is the prescriber’s ability to send electronically a prescription directly to the patient’s pharmacy of choice. This presentation will cover the state and federal regulations related to electronic prescribing, including the latest developments. Topics covered will include regulations and initiatives by the federal Center for Medicare and Medicaid Services, challenges of implementing E-prescribing across multiple states, and a comparison of regulations covering computer generated faxes.

Ethical considerations involved in Internet use, data transmission, and social networking. Impact of privacy and confidentiality requirements. Possibilities of ethical responsibility and civil liability.
